Huntingtower View
“Strutt & Parker, on behalf of their Client, have submitted a Proposal of Application Notice (PAN) for a new residential development of up to 550 Homes (including affordable Housing, employment space and/or primary school) at the land of Huntingtower View, Perth”
Introduction & Purpose
The land outlined in red (above) is allocated in the Adopted Perth & Kinross Local Development Plan2014 (Ref: H70) for a development of 550 houses (in the period to 2024) with employment space and/or primary school. Development is not to commence until the A9/A85 junction improvements are complete and we are attempting to facilitate that through this planning application.
The allocation of this land, and objections to the proposed allocation, were considered in detail bythe Council and the Scottish Government’s Department of Planning and Environmental Appeals (DPEA) through the preparation of the Local Development Plan and its Examination. Whilst there was some support for the proposed development, a number of issues were raised, summarised as follows;
- Flood risk;
- Traffic on A85;
- Landscape Setting;
- Air Quality;
- Archaeology;
- Trees; and
- Ecology.
The Reporter concluded that the northern part of H70 (as shown in red above) could be accessed from the A85, and that the allocation should be modified to read as shown on the next board to address other issues raised.
Planning Background
In November 2015, the Council undertook a high level masterplanning exercise for the “Perth West”area. The area considered as part of this process included a significant area of unallocated land running north from the A9 towards the A85, and also included the H70 allocated site.
As this process was subject to significant public engagement and involvement, we considered it to be a logical starting point for our consultation. As part of this exercise, we would like to begin by looking at what has emerged from that process relating to this site (see extract above) and to seek your viewson this before developing our aspirations into outline designs.
The next steps
A Proposal of Application Notice was submitted to Perth & Kinross Council in December 2016 (Ref:16/00013/PAN) which starts a period of pre-application consultation with the Council and theCommunity to help inform the proposals.
All comments will be summarised in a Pre-Application Consultation Report, which will be submittedwith the planning application, so please complete one of our Questionnaires and leave it in our comments box, or return by email or post to the details provided. We will be holding a furtherexhibition (likely in April/May) on our evolving proposals before submitting an application.
Comments made to us through this process are not representations to the Council and the Council will notify people when the application is submitted advising you of the timescales to make your comments to them.
The comments and feedback that we receive today will inform and shape our proposals which weshall exhibit at a further event (likely in April/May).
Whilst some specific questions are set out on the questionnaire below, we would like your views on a range of issues, such as;
- Do you believe that a commercial frontage to the A85 is the most positive gateway to Perth?
- If public open space is to be provided on site, would you prefer to see swings, active play, kick about pitches, or quiet seating areas?
- We are considering the possibility of a park and ride site, linking with the local bus services, do you think this would be a good idea and would you use it?
